Description

NOTICE:

IAW RFO 5.101, this is a presolicitation notice of intent and does not constitute a commitment, implied or otherwise, that AFTC/PZIOB will take procurement action on this matter. This is NOT a request for proposals, applications, proposal abstracts, or quotation. This presolicitation notice shall not be construed as an obligation on the part of the Government. Further, the Government will NOT be responsible nor reimburse any submitters of information for any expense incurred in furnishing this information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. The information provided will be used to assess trade-offs and alternatives available for the potential requirement. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted.

ACTION:

The United States Air Force Test Center/Directorate of Contracting (AFTC/PZIOB) Edwards AFB, CA, intends to award a single source contract to Charter Communications Operating LLC in order to provide AF Plant 42 a fully managed commercial internet service contract with provider to support 11 buildings and ensure reliable connectivity for Emergency Response operations, Mission Partners, distinguished visitors, training activities, and overall quality‑of‑life improvements.

The applicable NAICS code is 517111 (Wired Telecommunications Carriers) with a size standard of 1,500 employees. The applicable Product Service Code is DG11 (IT and Telecom—Network: Satellite Communications and Telecom Access Services).

The resulting award is anticipated to be a Firm Fixed-Price Option Contract with 1 base year and 4 options which will be evaluated at time of award.

JUSTIFICATION:

The Government intends to solicit with only one source under the authority of RFO 6.103-1(b), Only one responsible source and no other supplies or services will satisfy agency requirements, which states, “Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirement."

This justification is based on verification from the AFLCMC Information System Security Manager (ISSM) that this contractor is currently the sole provider with the required body of evidence artifacts to display Commercial Internet Service Provider (CISP) compliance for Edwards/AF Plant 42 installations. Additionally, the Director of Installation Support for AF Plant 42 verified the unit has thoroughly evaluated alternatives to using a CISP and determined those alternatives to be inadequate for mission needs. The ISSM provided a signed Authorization to Operate (ATO) concurrence for Security Relevant Change (SRC) on 28 July 2026, supporting the addition of services from Charter Communications Operating LLC to the required AF Plant 42 buildings. Proceeding with full and open competition for this effort would unduly delay the requirement and result in duplication of effort as implementation of new equipment not currently intergrated at the installation would require a number of artifacts to be prepared and submitted for higher-level review from the Security Control Assessor. As a result of the authorizations and security policies mandated for CISP requirements which have been accomplished by Charter Communications Operating LLC for Edwards AFB/AF Plant 42, it is in the best interest of the Government to proceed with a single source.
