The Department of the Air Force is seeking market information on technical Range and Operations Support (RAOS) services for Tyndall AFB and other test locations. - Government buyer and requirement - The notice is from the Department of the Air Force, through Air Combat Command and the 325th Contracting Squadron at Tyndall AFB. - The PWS identifies the requiring organization as the Air Force Civil Engineer Center (AFCEC), Readiness Directorate, Airbase Requirements and Acquisition Division (AFCEC/CXA). - The anticipated competition is an 8(a) small-business set-aside; respondents are asked to provide capability information and relevant experience. - Services requested - Operate and maintain Materials Testing Systems laboratories, indoor ballistic and explosive test ranges, the Fire Training and Test Facility, and other test facilities at Tyndall AFB, Hill AFB, and off-site ranges. - Support test planning, setup, execution, measurement, data collection and analysis, equipment and facility maintenance, and test teardown for research, development, test and evaluation, demonstrations, and military utility assessments. - Provide explosive safety and EOD range operations, firefighting research and response, video and photography, instrumentation, electronics, and facility support. - PWS labor roles and quantities - 1 Master EOD Technician/Range Safety Officer; 2 Senior EOD Technicians/Range Safety Officers. - 1 Video-Photography Technician; 1 Instrumentation Technician; 2 Test Facility Fire Research Technicians; and 1 Electronics Technician. - 1 optional Instrumentation Engineer, including potential support for Digital Image Correlation, 3-D LIDAR, fragment tracking, Doppler radar, acoustic sensors, and specialized analysis software such as LabVIEW, MATLAB, and Python. - Notable technical requirements - Video and photographic support includes high-speed and very high-speed imagery up to 123,000 frames per second. - Fire facility support includes firefighting equipment and vehicle operations, structural firefighting, HAZMAT response, and facility maintenance; the PWS specifies a minimum of two technicians for safety. - No OEMs, commercial vendors, product part numbers, or product quantities are identified.

Description

Tyndall AFB is conducting market research to identify qualified and capable 8(a) small business concerns capable of performing the requirements described in the attached Performance Work Statement (PWS).

This Sources Sought Notice is for market research purposes ONLY and does not constitute a solicitation, request for proposal, invitation for bid, or an offer by the Government. The Government is seeking information from interested 8(a) firms to assist in determining the availability and capability of qualified sources for this requirement.

The anticipated acquisition is a competitive 8(a) set aside. The Government intends to use the information received in response to this notice to support acquisition planning and determine the availability of capable 8(a) concerns to compete for the anticipated requirement.

Interested 8(a) concerns are requested to provide a brief capability statement demonstrating their ability to perform the requirements identified in the PWS. Responses should include, at a minimum:

Company name, address, point of contact, telephone number, and email address. Unique Entity Identifier (UEI) and CAGE Code. Confirmation of current 8(a) program eligibility. Applicable NAICS code and confirmation that the firm qualifies as a small business under the applicable size standard. A brief description of the firm’s relevant experience performing requirements of similar size, scope, and complexity.

Responses should be concise and directly address the firm’s capability and interest to perform the requirements described in the PWS. Respondents should not submit proprietary, competition sensitive, or otherwise protected information unless appropriately marked.

The Government may use information received from this notice to refine the requirement, conduct additional market research, and inform the acquisition strategy for the anticipated procurement.
