The Department of the Navy’s NAWCAD WOLF ASI Division is preparing a small-business support task order for airborne-systems program management, data management, and acquisition services. - Government buyer: Department of the Navy, Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF), Airborne Systems Integration (ASI) Division; the Procurement Group is identified in the task-order materials. - Requirement: Technical/Project Management Support (TPMS), consolidating ASI Division Management Support (ASIMS) and Rapid Acquisition Services (RAS). Support covers project lifecycle management, financial and acquisition planning, analytics and data management, administrative and logistics functions, training, procurement, and supply/service monitoring. - Programs supported: VH-92A, E-6B, Unmanned Carrier Aviation, Counter Uncrewed Systems, V-22, and Naval Sea Systems Command Integrated Warfare Systems, among other ASI portfolio work. - Staffing and workload: The labor-category attachment estimates 447,840 hours across a base year and four option years, while another solicitation attachment states 364,800 direct labor hours. The documents therefore contain differing labor-hour estimates. Roles include schedulers, program managers, graphic designers, logisticians, acquisition analysts, project management specialists, administrative assistants, technical writers, and training specialists. - Funding and costs: The solicitation lists labor CLINs for Working Capital Funds, Procurement, O&M, RDT&E, SCN, Foreign Military Sales, and Non-DoD work. It expects labor cost to exceed $44,206,048 and sets combined material and travel ODC ceilings of $895,022.10; no fee may be applied to ODCs. Data and contractor-acquired property are listed as not separately priced. - Notable requirements: Secret-level facility security capability is required; CMMC Level 2 (Self) applies to relevant systems. Work is expected to be approximately 85% at Government sites and 15% at contractor facilities. The task order includes a base year, four option years, and a potential extension of up to six months. - Named companies: Teledyne Controls LLC appears in an organizational conflict-of-interest list in connection with portable maintenance access terminal kits. Spalding Consulting, Inc. and C3 Innovations, Inc. are identified as incumbents for ASIMS and RAS, respectively. The documents do not identify an OEM for the requested TPMS services or require a specified OEM product. - Opportunity status: The initial notice invited industry feedback on a draft requirement and was not itself an offer solicitation or an award notice.
