The Department of Veterans Affairs is seeking three enclosed utility task vehicles for the Tomah VA Medical Center, with Polaris named as the specified OEM. - Government buyer - Department of Veterans Affairs; Contracting Officer Jennifer Mead, office 36C252. - The vehicles are for the Tomah VA Medical Center. - Requested vehicles - Quantity: 3 Polaris Ranger XP 1000 NorthStar Premium utility task vehicles, or equal. - Part/model reference: XP 1000; CSN 2320-438843. - Each vehicle must have at least a 999 cc, 82-hp, liquid-cooled, four-stroke twin-cylinder gasoline engine; factory-installed air conditioning and heater; selectable AWD and 2WD; and an automatic transmission with park, reverse, neutral, low, and high settings. - Required configuration includes side-by-side seating for at least two, an enclosed cab with full doors and windshield, electronic power steering, tilt steering, and independent front and rear suspension with at least 10 inches of travel. - Minimum capability and dimensions include 13 inches of ground clearance, a 1,000 lb cargo-box capacity, 2,500 lb towing capacity, payload above 700 lb, and the stated minimum length, width, height, and wheelbase in the RFQ. - Safety and equipment requirements include four-wheel hydraulic disc brakes, ROPS, three-point seat belts, lights, a 2-inch hitch receiver, and an instrument panel with speedometer, odometer, trip meter, and fuel gauge. - Each vehicle includes a one-year warranty. - OEM and amendment clarification - Polaris is the specified manufacturer. The amendment confirms that an SDVOSB nonmanufacturer may supply the specified Polaris vehicle, or an equal vehicle, even if the manufacturer is not small, under the existing SBA class waiver for NAICS 336999. Other solicitation requirements remain applicable. - Potential equivalent manufacturers - Can-Am, John Deere, Kawasaki, and Kubota make utility vehicles that may be considered as potential alternatives if they meet all solicitation specifications.

Q: Could you please confirm whether the class waiver under NAICS 336999 is applicable to RFQ 36C25227Q0047 and would permit an SDVOSB nonmanufacturer to furnish the specified Polaris Ranger XP 1000 NorthStar Premium, or equal, even if the manufacturer is not a small business?

A: As an SDVOSB nonmanufacturer, under RFQ 36C25227Q0047 you may furnish the Polaris Ranger XP 1000 NorthStar Premium (or equal) even if the manufacturer is not a small business, as long as all other solicitation requirements such as VAAR 852.219 76 are met. You are fully permitted to proceed under the existing SBA class waiver.

All other terms and conditions remain in effect. END OF AMENDMENT.
