The Nevada Department of Education is conducting market research for a cloud-based anonymous school-safety tip platform for SafeVoice Nevada. - Buyer: Nevada Department of Education (NDE), Office for a Safe and Respectful Learning Environment. - Opportunity status: Request for information only; it is not a request for bids or proposals and does not establish an award or contract. - OEMs and vendors: No OEM, software brand, or responding vendor is named in the notice. - Requested solution: One end-to-end platform for anonymous tip intake and management, including branded web and iOS/Android applications, telephone intake, implementation, hosting, maintenance, technical support, administrator training, and a digital resource library. - Key capabilities: - Accept tips from students, parents, school staff, mental-health providers, and law enforcement through web, mobile, and phone channels; support staff-entered reports and photos, audio, and video attachments up to 100 MB per file. - Enable anonymous two-way communication, triage and workflow management, dispatch, duplicate detection, trauma-alert integration, real-time notifications, receipt verification, search, audit trails, and scheduled or on-demand reports and exports. - Support unlimited statewide users, schools/LEAs, recipient contacts, and submissions, with database access for authorized NDE/SafeVoice administrators. - Notable requirements: Preserve tipster anonymity subject to specified exception handling; securely retain incoming tip IP addresses for at least 72 hours; provide role-based permissions and comprehensive audit logging; and encrypt data in transit and at rest. NDE/SafeVoice is to retain ownership of and access to system data. - Security and vendor information requested: Describe the proposed architecture, hosting and data residency, storage, failover, subprocessors, and security incidents. Description
The Nevada Department of Education is requesting information from qualified vendors about a cloud-based anonymous tip acquisition and management platform for the SafeVoice Nevada initiative. The requested solution would support secure reporting, routing, and management of safety concerns and threats for students, parents, school staff, mental health providers, and law enforcement agencies. The scope described in the RFI includes a software platform, branded mobile applications, implementation, ongoing technical support, administrator training, and specified security, workflow, notification, reporting, and data-governance capabilities.
