Laredo Transit Management bulk gasoline and diesel supply contract

The City of Laredo is seeking fuel suppliers for Laredo Transit Management Inc.’s three-year automotive fuel contract. - Government buyer: City of Laredo, Purchasing Division, on behalf of Laredo Transit Management Inc. (LTMI). - Procurement: RFP 2027-003 Fuel Contract for bulk unleaded gasoline and diesel. - Products and estimated annual requirements: - Unleaded gasoline blended with 10% ethanol, 87 octane: approximately 90,000 gallons annually. - No. 2 ultra-low-sulfur diesel: approximately 450,000 gallons annually. - Pricing: Bids provide a per-gallon differential (discount or profit) from the applicable OPIS average rack price. Freight is included; taxes and fees are identified separately. - Delivery and fuel requirements: Deliveries are to the El Metro Maintenance Facility, generally between 8:00 a.m. and 5:00 p.m.; delivery within 24 hours’ notice may be required. Fuel must meet the applicable quality and seasonal specifications. - Term: Three years, with two optional one-year extensions and a possible month-to-month extension of up to three months. - OEMs and named commercial entities: No fuel manufacturer or OEM is identified. OPIS is named as the rack-price reference, not as a fuel supplier.

Description

The City of Laredo invites proposals for a three-year contract to purchase unleaded and diesel automotive fuel for Laredo Transit Management Inc. Fuel requirements are detailed in Exhibit A, and proposals will be evaluated for best value using criteria that include company overview, support letter, prior contracts with the City, and pricing and discount. Bidders are encouraged to submit electronically through Cit-E-Bid or by hand delivery; mailed, email, telegraphic, and facsimile bids will not be considered. The response deadline is October 22, 2026, at 5:00 p.m. CT, and a 5% local vendor preference applies.
