Clemson University is seeking a managed secure research enclave for federally sponsored research involving controlled or otherwise restricted information. - Government buyer: Clemson University; no sub-agency or contracting office is identified. - OEM prominently named: Microsoft, for Microsoft 365 GCC High capabilities, including Teams and secure file collaboration. No other external OEMs or vendors are named; Clemson Granite refers to the existing environment, not a vendor. - Phase 1: Provide a managed enclave with secure Windows and Linux virtual workspaces, identity and access management, secure working storage, research software installation and configuration, security and compliance operations, and user support. Offerors may price a new build (Phase 1A) or takeover of Clemson’s existing enclave (Phase 1B) as separate alternatives; Phase 1 must be usable without Phase 2. - Certification and users: Support readiness and assessment through Final CMMC Level 2 C3PAO certification and Clemson affirmation. Linux must be included in the initial third-party assessment. Plan for approximately 50 research users and separately price administrative access for 27 designated Clemson personnel; identify additional-user pricing and include contractor personnel accounts and licenses in the service price. - Optional services: Phase 2 may integrate Clemson-owned, Clemson-provided on-premises HPC clusters and large-scale storage over Clemson network pathways, without routing large research datasets through the cloud. Clemson retains scientific HPC administration, and hardware procurement is outside the offeror’s scope. Clemson may also separately elect ongoing management of its on-premises non-HPC enclave infrastructure. - Research supported: Autonomy, robotics, AI/ML, digital engineering, hypersonics, advanced materials, lasers, and directed energy. - Period: Anticipated one-year initial term with four optional one-year renewals. Phase 2 is assumed to begin in Contract Year 2 for pricing evaluation; its actual timing depends on Clemson’s selection and authorization. - Pricing: The solicitation provides no contract value, so a reliable dollar estimate is not available.

Description

Clemson University seeks a managed secure research environment and associated security and compliance services to support federally sponsored research involving CUI, CTI, export-controlled information, and other restricted research information. The scope includes secure enclave operations, security operations, compliance support, assessment readiness, and user support, with Phase 1 providing a core secure enclave and optional Phase 2 integrating Clemson-provided on-premises HPC and storage. Offerors may propose either a wholly new enclave or a takeover of Clemson Granite for Phase 1; Phase 2 pricing is required as an optional item. The initial environment is intended to support research in areas including autonomy, robotics, AI/ML, digital engineering, hypersonics, advanced materials, lasers, and directed energy.
