The City of Corona Utilities Department is seeking consulting support to assess battery energy storage options for its electric utility. - Buyer: City of Corona, Utilities Department / Electric Utility; the solicitation also identifies the City’s Purchasing and Finance Departments. - OEMs and vendors: No battery OEM, equipment vendor, or required supplier is specified. Southern California Edison is identified as the utility providing service through the City’s WDAT delivery points, not as a required BESS supplier. - Base service: One comprehensive BESS feasibility study covering the City’s five Wholesale Distribution Access Tariff (WDAT) delivery locations. The City serves about 2,000 electric customers and participates in the California Independent System Operator market. - Study scope: Assess technical and site suitability, operations, energy-market opportunities, interconnection and regulatory requirements, permitting, costs, benefits, and risks. Evaluate potential energy-cost reductions, load and peak-period management, reduced exports or backfeed, and capacity, market, and reliability benefits. - Deliverables: Compare deployment alternatives, including potential locations, power and energy capacity, duration, and use cases; provide a feasibility report, executive summary, presentation, and editable supporting analyses and assumptions. - Optional service: An implementation plan for one selected BESS alternative at one WDAT location, with incremental pricing for each additional location. It may include conceptual design, site and controls considerations, procurement and permitting needs, and an implementation roadmap. - Pricing requirement: The base study is priced as a fixed, not-to-exceed fee, supported by position-based hourly rates and estimated hours and costs by task. The implementation plan is optional and subject to City authorization. - Performance period: Approximately six months; no annual subscription or option years are specified. The agreement may be extended by mutual written consent.
Description
The City of Corona seeks a qualified consultant to conduct a comprehensive feasibility study of battery energy storage system (BESS) deployment at the City’s wholesale distribution access tariff locations. The study will assess technical, operational, regulatory, and economic viability, including potential energy-cost reductions, peak-period management, mitigation of energy exports or backfeed, and other capacity, market, or reliability benefits. The consultant will provide recommendations to support the City’s decision about further development, procurement, and implementation. An optional implementation plan is also included as a bid item, with pricing based on one selected BESS alternative at one location and incremental costs for additional locations.
