Minneapolis seeks seasonal snow and ice services for 11 Special Service Districts

The City of Minneapolis is seeking contractors to provide seasonal snow and ice services across 11 Special Service Districts. - Buyer: City of Minneapolis, Public Works Department, Transportation Maintenance and Repair Division; Procurement Division. - Locations: 48th & Chicago, 50th & France, Bloomington-Lake, Central Avenue, Chicago-Lake, Dinkytown, Eat Street, Lowry Hill, Lyndale-Lake, Stadium Village, and Uptown. - Requested services: Depending on the district, sidewalk snow clearing and ice control, snow hauling, designated sidewalk-corner clearing and ice control, and parking-lot snow clearing, hauling, and ice control. Pricing is based on 24 inches of seasonal snowfall. - Bid-form quantities: Sidewalk clearing/ice control has eight seasonal lump-sum lines and eight hourly-rate lines of 50 person-hours each; snow hauling has four lump-sum lines; corner-only service has three lump-sum lines and three hourly-rate lines of 50 person-hours each; parking-lot service has one lump-sum line. Each of the 11 districts also has a lump-sum line for its bid-form total. - Notable requirements: Contractors must respond promptly to snow events, use deicing methods meeting Minnesota Pollution Control Agency Level 1 certification, maintain service records and GPS-enabled photo documentation, and provide legal off-site snow storage. Bidders must describe equipment, staffing and supervision, experience, subcontractors, and references. - Award and contract requirements: Districts are separate potential awards; bidders may bid on one or more and may receive multiple awards. Bidders must price every active line in each district they bid. A bid deposit equal to 2% of the proposed bid and payment and performance bonds are required. Workforce goals of 20% female and 32% minority participation are aspirational, not mandatory quotas. - OEMs and vendors: No product manufacturers, OEMs, or service vendors are named. No product part numbers apply. - Term: Seasonal winter services, with the option to extend for up to four additional winter seasons.

The City of Minneapolis is seeking bids for snow services in eleven Special Service Districts. Depending on the district, work includes sidewalk snow clearing and hauling, sidewalk ice control, sidewalk-corner-only clearing and ice control, and/or parking-lot snow clearing, hauling, and ice control. Each district is a separate potential award; bidders may submit pricing for one or more districts and may receive multiple awards. Bidders must provide pricing for each active line item in the districts they bid on, and the City will assess their ability to serve multiple districts using information about equipment, personnel, supervision, experience, references, and subcontractors.
