Bay County On-Call Audit and Related Financial Services

Bay County is seeking qualified CPA firms for a pool of on-call audit and related financial services. - Government buyer: Bay County Board of County Commissioners, through the Bay County Purchasing Department; the Budget Department is also identified in the solicitation. - Requested services: As-needed independent audits, examinations, investigations, and related financial services for the Board and County departments, offices, agencies, and other entities authorized by law. - Potential assignments include financial, special, operational, performance, compliance, and grant audits; forensic accounting and financial investigations; internal-control reviews; revenue and collection reviews; and contract, procurement, vendor, department, agency, and program reviews. - Assignments are authorized through written task orders; no minimum workload or compensation is guaranteed. - Important exclusion: The County’s annual financial audit required under Florida law is not included. - Firm requirements: Firms must be established in Florida, hold applicable Florida licenses, maintain independence, and be members of both the American Institute of Certified Public Accountants (AICPA) and the Florida Institute of Certified Public Accountants (FICPA). Work must follow applicable generally accepted auditing standards, Government Auditing Standards, federal and Florida single-audit requirements, federal grant regulations, Florida Auditor General rules, and relevant Florida laws and regulations. - OEMs and named vendors: No commercial OEMs, CPA firms, or service vendors are identified. AICPA and FICPA are professional associations, not vendors. - Contract term: One-year initial term with three optional one-year renewals. Price adjustments are barred during the first year; later adjustments may be considered based on the producer price index.

Description

The Bay County Board of County Commissioners is requesting statements of qualifications from certified public accountant firms for independent, as-needed audit, examination, investigation, and related financial services. Services may support the Board and County departments, offices, agencies, and other entities as authorized by law. The work supplements, but does not replace, the County’s annual financial audit required by Florida Statutes section 218.39; that annual audit is expressly excluded from the scope. Audits must follow generally accepted auditing standards and applicable federal and Florida audit requirements.
