The Federal Communications Commission (FCC) notice concerns regulatory information collections, not a purchase of products or services. - Government buyer: Federal Communications Commission (FCC); no sub-agency or office is identified. - Procurement status: No products, hardware, or contracted services are being solicited. No OEMs or vendors are named. - Information collections and requirements: - Upper C-band transition: Clearinghouse administration of reimbursements, rebates, audits, disputes, and fund reporting; Relocation Coordinator planning, engineering coordination, progress tracking, and reporting; and eligible space station operator status reports, completion certifications, and delay notices. - 3.7 GHz services: Licensees and earth-station operators must maintain and disclose certain agreements affecting power-flux-density limits. Licensees may need to provide engineering analyses demonstrating compliance with interference-protection criteria. - Mobile text messages: Wireless providers must block certain texts that appear to originate from numbers on a reasonable Do-Not-Originate list and maintain a contact point for reports of erroneously blocked texts. - Estimated information-collection burden: The Upper C-band collection is estimated at 16,512 respondents, 34,871 responses, 123,465 annual burden hours, and $10,705,353 in annual costs. The 3.7 GHz collection is estimated at 30 respondents and responses, 120 annual burden hours, and no costs. The notice also covers mobile-provider text-blocking requirements. - No product quantities, part numbers, contract value, or procurement period of performance are provided.
Description
The Federal Communications Commission invites comments on proposed revisions to two information collections related to the Upper C-band transition and 3.7 GHz services. The collections cover information and reporting duties for the Upper C-band Clearinghouse, Relocation Coordinator, eligible space station operators, licensees, and earth station operators. They support relocation of incumbent satellite operations, reimbursement and coordination processes, and interference protection for C-band operations. Written comments are due December 7, 2026.
