The Hawaiʻi Tourism Authority is seeking a consultant to create an implementation-focused agritourism study and plan for the state. - Government buyer: Hawaiʻi Tourism Authority (HTA), administratively attached to the State of Hawaiʻi Department of Business, Economic Development and Tourism (DBEDT). - Requested service: One statewide Hawaiʻi Agritourism Study and Plan. No products, part numbers, or OEMs are identified, and no prospective vendors are named. - Scope: Synthesize existing research; review State and County policies and regulations; facilitate statewide working-group and stakeholder engagement; and develop policy and program recommendations, an implementation roadmap, baseline measures, and a data-collection framework. - Coverage includes Kauaʻi, Oʻahu, Maui, Molokaʻi, Lānaʻi, and Hawaiʻi Island. - Deliverables include draft and final study and plan documents, a County-by-County policy matrix, stakeholder input summaries, recommendations and partner-roles matrices, an executive summary or policy brief, and presentation and closeout materials. - Notable requirements: Build on existing research rather than duplicate it or conduct a large-scale new primary study. Recommendations should support responsible agritourism while considering agricultural land use, rural character, natural and cultural resources, and community concerns such as traffic, infrastructure, visitor impacts, and neighborhood compatibility. - Contract and funding: Fixed-price contract capped at $140,000, funded by U.S. Economic Development Administration funds. The work is expected to take six months; an extension may be made by supplemental agreement to complete required activities, with no additional compensation.
