This Sources Sought Notice is issued for market research and information gathering only. This notice does not constitute a solicitation, a request for proposal, or an obligation on the part of the Federal Government. Participation is voluntary and at no cost to the Government.
1. Overview & Purpose
The Federal Bureau of Prisons (BOP), Counterterrorism and Emergency Planning Branch (CPD), will host an Industry Day focused on GPS‑enabled monitoring devices with integrated two‑way phone call capability and associated monitoring and data‑management services.
The purpose of this event is to obtain information from industry on current technology capabilities, operational use cases, and emerging innovations applicable to correctional environments. Input gathered will support the BOP’s efforts to enhance inmate accountability, improve institutional safety, and strengthen the management of inmate movement and monitoring.
2. Industry Day Objectives
Vendor participation will assist the Government in understanding:
• Capabilities and limitations of GPS‑enabled monitoring devices with two‑way communication • Integration potential with BOP systems and operational workflows • Data‑management tools, analytics, reporting, and service models • Security features, tamper detection, and data‑protection mechanisms • Deployment and support considerations • Applicability to correctional use cases

6. Demonstration Logistics and Requirements
To assist with planning, vendors should note the following:
• Vendors are responsible for bringing their own equipment and connectivity unless otherwise coordinated. • Notify the Government of any wireless transmission requirements. • Bring necessary cables, adapters, chargers, or display devices. • Clearly mark any proprietary content shared during demonstrations. • Allow adequate time for building security screening; a government‑issued ID is required for entry.

Vendors interested in participating must submit a brief capability statement including:
