The study will assess facility condition, utilization, suitability, capacity, maintenance and lifecycle needs, and evaluate options such as consolidation, relocation, lease reduction, reuse, redevelopment, disposition, replacement and new construction. The consultant will provide decision-ready findings, options, cost estimates, benefits, risks, implementation constraints, change-management considerations, sequencing and timelines.
