NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: PMW 410 Maritime Integrated Broadcast Service (MIBS) Joint Tactical Terminal-Maritime Evolved (JTT-ME) Solicitation Number: N6175027R0001 The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Portfolio Acquisition Executive (PAE) Mission Systems (MS) Naval Intelligence, IW, Communications, and Sensing (NI2CS) Portfolio, Battlespace Awareness and Information Operations (BAIO) Program Management Warfare Office (PMW) 410, intends to award a follow-on sole-source contract to L3Harris Technologies, Inc. (L3Harris) located in San Diego, CA. The contract will be for the production, delivery, and sustainment of the Embedded National Tactical Receiver Version Four (ENTR V4) receivers and Multiplexers, spares, repair units, and obsolescent part repairs to satisfy Maritime Integrated Broadcast Service (MIBS) Joint Tactical Terminal-Maritime Evolved (JTT-ME) requirements. The Government anticipates a hybrid Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a five-year base period and five one-year option periods. The Maritime Integrated Broadcast Service (MIBS) program delivers the Integrated Broadcast Service (IBS) capability to the fleet, providing critical tactical data and situational awareness to Combatant Commanders. The ENTR V4 and the associated Multiplexer are key hardware components that are integrated tactical components that must be procured together to ensure interoperability. The Navy requires continued production and lifecycle sustainment of the ENTR V4 receiver and Multiplexer. As the original developer, L3Harris exclusively owns the proprietary technical data and designs and maintains the required security certifications and secure manufacturing capabilities for tactical equipment. Development by any other source would result in substantial, non-recoverable duplication of engineering and testing costs that the Government cannot expect to recover through competition. L3Harris is the only vendor capable of meeting all technical, security, and delivery requirements without unacceptable delay or substantial duplication of cost. The authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1(c)(2)(i) and (ii), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals or a solicitation of offers. Responses to this notice of intent to award to L3Harris shall be submitted no later than fifteen (15) calendar days from the date of this synopsis to Christopher Auen at christopher.d.auen.civ@us.navy.mil. As part of a response, a responsible source may submit a capability statement explaining how it is qualified to meet the Governments requirements described above. Responses received later than fifteen (15) calendar days from the date of publication of this synopsis will be late and will not be considered.
