Army Contracting Command is seeking sources for a proposed increase to the ceiling on an existing Apache MUMT contract. - Government buyer: Department of the Army, Army Contracting Command, Redstone Arsenal, Alabama. - Proposed ceiling increase: From $388,588,385 to approximately $685,398,349, an increase of about $296.8 million. - Requested hardware: Coyote Modems, including the Coalition variant; RoadRunner; Rover6i/R6Si; MUMT-X AAG-X subsystem; KuC Omni Antenna Assemblies; KuC RFE Assemblies; and ACME kits. - Revised estimates are 648 for the AAG-X subsystem and 432 for each of the two KuC assembly items; the original estimate for this group was 200. - Requested services: Apache MUMT technical and engineering support, including quick-reaction capabilities; CFSR support; and program, production, and integration support. - End users and scope: Support for U.S. Government operations and Foreign Military Sales. - OEMs and vendors: No manufacturers, OEMs, or vendors are identified in the provided information.

Description

This is a notification that the Army Contracting Command, Redstone Arsenal, AL, intends to increase the contract ceiling from $388,588,385 to approximately $$685,398,349 on existing contract W58RGZ-24-D-0065 with L3 Technologies, Inc., Communications Systems-West, a subsidiary of L3Harris Technologies Inc. (L3T), Commercial and Government Entity (CAGE) Code: 06401, 640 N 2200 W, Salt Lake City, UT 84116-2925.

An increase to the contract ceiling will allow for the purchase of Manned/Unmanned Teaming (MUMT) hardware, as well as technical and engineering support for the Apache Attack Helicopter (AAH) to support United States Government (USG) operations and Foreign Military Sales (FMS).

This increase is primarily necessary due to increases in quantities of projected hardware procurements:

Coyote Modem: The original quantity (qty) was based on pure fleeting/full fielding to USG AC, spares and a small qty of Five Eye (FVEY) buys.  The revised IGCE accounts for the Coyote Modems that were procured by the USG, includes the remainder that would need to be procured to pure fleet and some quantity that would be procured by FVEY. The USG did not have a Coyote Modem-Coalition (CM-C) variant at the time the original IGCE was prepared and could not account for FMS procurement then. This proposed ceiling increase accounts for those requirements.

RoadRunner: At the time the original IGCE was prepared RoadRunner had not been developed; therefore no cost was available.  This proposed ceiling increase accounts for actual cost and updated requirements for the USG and FMS partners.

Rover6i: The original IGCE planned to buy Rover6Si for ACME kits at very low quantities.  The revised IGCE assumes quantities equal to CM-C quantities and assumes that R6Si can be installed in the AC. 

MUMT-X AAG-X subsystem, KuC Omni Ant Assy and KuC RFE Assy: The original IGCE quantity used was 200. This was based on projected USG and FMS partner orders.  The revised IGCE assumes an increase in quantity to 648/432.

ACME kit: At the time the original IGCE was prepared ACME kit had not been developed; therefore no cost was available. This proposed ceiling increase accounts for actual cost and updated requirements for the USG and FMS partners.

CFSR support: FMS partners’ CFSR utilization is projected to be significantly higher in Years 3-5 than previously estimated.

Additional costs associated with program support, production, and integration are also included in the overall ceiling increase.

As stated in the ACC-RSA original Justification and Approval (J&A) for Other than Full and Open Competition dated 10 August, 2022, L3T is the only source that possesses the TDP suitable for full and open competition, corporate knowledge and technical expertise to provide the MUMT-X hardware, as well as technical and engineering support for the quick reaction services and capabilities for this requirement. No other contractor has the resources to perform the required technical and engineering support for the AAH-64 MUMT/MUMT-X sensor systems in the required timeframe.

However, this Sources Sought serves as the Government's open for competition notice as required by DFARS PGI 206.302-1(d) and the notice of proposed contract action as required by FAR 5.201. This action will result in an increase in contract ceiling to the existing contract identified above which is necessary to allow for continuity of critical contractor services.

Electronic transmissions must not exceed 5 megabytes and responses in the form of white papers should be limited to 10 pages in length and may include technical specifications and product sheets as deemed necessary. All material submitted in response to this RFI must be unclassified.
