The Department of the Air Force is seeking industry input on evaluating and documenting MUTES and Mini-MUTES radar assemblies. - Opportunity: This is a Request for Information (RFI) for market research and planning, not a request for proposals or a commitment to award a contract. - Buyer: Department of the Air Force, Air Force Materiel Command, Air Force Sustainment Center, FA8250 AFSC PZAAA; the MUTES Integrated Product Team is seeking industry capabilities. - Work sought: Teardown, test, and evaluation (TT&E) of 20 unserviceable azimuth and elevation Data Package assemblies, plus a consolidated technical data package (TDP). The notice does not identify how the 20 assemblies are divided between azimuth and elevation. - Azimuth assembly: P/N 120624-101; NSN 3010-01-315-5139. - Elevation assembly: P/N 120625-101; NSN 3010-01-315-2424. - Evaluation and deliverables: Perform non-destructive disassembly, dimensional and gearing inspection, materials analysis, and functional evaluation, including multi-speed TRX-type synchro systems. Provide an individual teardown and repair-requirements report for each assembly. - TDP requirements: Develop a consolidated package based on the existing hardware configuration and compliant with MIL-STD-31000. Requested information includes electrical schematics, a bill of materials, manufacturing processes, and 3D CAD models or 2D PDF drawings. The government requires Government Ownership, Government Purpose Rights, or Unlimited Rights. - Optional work: Provide a conceptual trade study on replacing synchros with resolvers while maintaining fit, form, function, and interface compatibility. - Timing and eligibility: Whitepapers are due within 30 calendar days of RFI publication. A future award requires CMMC Level 2 (self-assessment); access to technical data or assets requires an approved DD Form 2345 or Joint Certification Program (JCP) certification. - Commercial details: No OEMs or vendors, contract value, or period of performance are specified.

REQUEST FOR INFORMATION (RFI) 

Subject: Multiple Threat Emitter System (MUTES) & Mini-MUTES Data Package Assembly: Teardown, Test, and Evaluation (TT&E) and Technical Data Package (TDP) Development

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Sam.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The DAF is seeking industry partners with the capability to perform a comprehensive Teardown, Test, and Evaluation (TT&E) on the Azimuth (AZ) and Elevation (EL) Data Package assemblies used on the AN/MST-T1A MUTES and Mini-MUTES ground-based radar systems.
