TSTC seeks aviation fuel supply, delivery, and FBO support services for Waco Airport

Texas State Technical College is seeking a supplier for aviation fuel and related support at its Waco Airport FBO operations. - Buyer: Texas State Technical College (TSTC), Strategic Sourcing Department, Strategic Procurement Division; Waco Airport/CNW FBO operations. - OEMs and vendors: No fuel OEMs, manufacturers, or supplier vendors are named in the solicitation. - Requested fuels: - Jet-A aviation turbine fuel: estimated 675,000 gallons annually; estimated 3,375,000 gallons over five years. - 100LL aviation gasoline: estimated 97,000 gallons annually; estimated 485,000 gallons over five years. - Jet-A with FSII or other additives when requested; unleaded aviation gasoline if available and requested; and other mutually agreed aviation fuels. Quantities are unspecified for these fuels. - Services and optional equipment: Fuel sourcing, transportation and delivery, routine and emergency support, delivery coordination, fuel quality assurance and documentation, and operational support. Suppliers may also propose leasing or providing fuel trucks/refuelers, tanks, dispensing and filtration systems, meters, hoses, nozzles, grounding cables, spill-response equipment, and related accessories. - Notable requirements: Estimated volumes are for planning and evaluation only; there is no minimum purchase guarantee. Proposals should address applicable fuel standards and regulations, quality testing and records, handling of nonconforming fuel, emergency response and lead times, and transparent cost-plus pricing with supporting cost detail. Any proposed equipment must include specifications, costs, maintenance responsibilities, and compliance information. - Evaluation: Pricing (50%), supplier qualifications and quality assurance (30%), and operational approach, lead time, and support (20%).

Description

Texas State Technical College is seeking proposals from qualified suppliers to provide aviation fuel and related services for FBO fuel operations at TSTC Waco Airport/CNW. The scope includes fuel products, delivery, quality assurance, documentation, operational support, and optional aviation fueling equipment. The agreement is anticipated to have an initial three-year term with two optional one-year extensions, beginning on or about April 1, 2027. Proposals are to be submitted through the bid response portal by November 4, 2026, at 3:00 p.m.
