Gates, Barriers, and Turnstiles Service and Maintenance PART 1 GENERAL INFORMATION 1.General: This is a non-personnel services contract to provide service andmaintenance on vehicle gates, barriers, and personnel turnstiles at Tobyhanna ArmyDepot. The Government shall not exercise any supervision or control over the contractservice providers performing the services herein. Such contract service providers shallbe accountable solely to the Contractor who, in turn is responsible to the Government.
This Performance Work Statement (PWS) defines the requirements for a comprehensive initial technical upgrade, as well as ongoing maintenance, inspection, and repair services for all vehicle and pedestrian access point equipment at Tobyhanna Army Depot. The objective is to ensure all gates, barriers, and turnstiles are brought to, and continuously maintained in, a safe, fully operational, and reliable condition to support the installation's physical security and access control mission.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Gates, Barriers, and Turnstiles Service and Maintenance as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall meet the standards in this contract.
1.2 Background: Tobyhanna Army Depot currently has multiple gates, barriers, and turnstiles that require regular service and maintenance. The specific makes, models, and locations of this equipment are detailed in a separate, controlled document (Appendix A) which will be provided to authorized parties post-award.
