Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility needs recurring repair and calibration for its Keysight microwave analyzers. - Government buyer: Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF), U.S. Navy, under NAVSEA and the Department of the Navy. - OEM: Keysight — the manufacturer of the N9918A analyzers. - Equipment: Five Keysight N9918A RF Microwave Analyzers, part number N9918A. - Services requested: Annual, as-needed repair and calibration for each analyzer, including preventive maintenance, labor, parts, and software updates to restore equipment to its original operating condition. - Calibration and support requirements: Calibrate across the analyzers’ full 26.5 GHz capability; meet ISO/IEC 17025:2017 and ANSI/NCSL Z540.3 requirements; provide calibration certificates and detailed measurement reports. Provide unlimited technical and application support with responses within two business hours or less. - Notable delivery requirements: Perform work at the contractor’s facility and use OEM-standard repairs and genuine or authorized parts and software. The contractor must meet specified accreditation, traceability, accuracy, and turnaround requirements. - Contract term: One 12-month base year plus two 12-month option years; service is required once per year per unit. - Notice context: The initial notice seeks sources and capability information for market research; it is not a request for proposals or quotations.

This Sources Sought Notice is issued for market research purposes in accordance with RFO 10.001. This notice is not a solicitation and does not obligate the Government to issue a solicitation or award a contract.

Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is seeking sources capable of providing as-needed repairs and calibration services during the period of performance to maintain full operational capability for five (5) Keysight N9918A RF Microwave Analyzers.

The applicable North American Industry Classification System (NAICS) code 811210 - Electronic and Precision Equipment Repair and Maintenance; the size standard for this NAICS is $34 million. Product Service Code is J049 - Maintenance, Repair, Rebuild of Equipment.

This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred.
