THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. Please monitor sam.gov as this Sources Sought Notice will not be linked to the solicitation. The General Services Administration (GSA), Acquisition Project Delivery Division, is conducting market research to determine if any SDVOSB, HUB Zone, EDWOSB or 8(a) Small Business Concern has the current relevant qualifications, experience, personnel, and capability to perform the work described herein. All interested Small Business firms should respond.
This Sources Sought Notice is being issued by the General Services Administration (GSA), Acquisition Project Delivery for tenant fit-out Construction services for the United States Coast Guard (USCG) Northeast District to support mission-critical operations across the Northeast maritime region. The place of performance will be the John F. Kennedy (JFK) Federal Building (FB), located at 15 New Sudbury St, Boston, MA 02203. This is a Repair and Alteration (R&A) project which includes operational, administrative, secure, forensic, and mission-support spaces, with construction of a specialized Sensitive Compartmented Information Facility (SCIF) being a particularly important element. Work also includes integrated mission-specific systems such as reliable power, 24/7 HVAC, communications/IT infrastructure, security systems, laboratory support, resilient infrastructure, and an emergency generator. Contractors should anticipate a complex, schedule-sensitive federal fit-out requiring secure construction practices, specialized space coordination, and close integration of architectural, mechanical, electrical, communications, security, and technology systems.
Estimated Construction Cost Range is $15,000,000 and $25,000,000.00.
Period of Performance is approximately 36 months from date of Notice to Proceed.

All qualified Small Businesses are encouraged to respond. Respondents will not be notified of the results of the evaluation. The main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement.
It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following:
Examples of projects worked within the last five years of similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described and provide an agency or owner point of contact. Company profile, to include number of employees, annual receipts, office location(s), and SAM UEI. Evidence to establish your company's standing as a SDVOSB, HUBZone, EDWOSB or 8(a) small business concern, under applicable NAICS. Describe how you will provide a fair market price given the geographical location of this project. A positive statement of your intention to submit a bid for this requirement if set-aside for your socio-economic group.
