The U.S. Navy’s Military Sealift Command is seeking a Jones Act tanker charter to move clean petroleum products along the U.S. West Coast. - Government buyer: Department of the Navy, Military Sealift Command (MSC), Strategic Sealift Program Support Office (N103A), Norfolk. - Requested service: Charter one approved vessel for approximately 50 days to transport JP5, F76, or JAA; delivery and redelivery are within the U.S. West Coast range, with Long Beach and Puget Sound identified as intended locations at the Charterer’s option. - Vessel alternatives: One ATB, ITB, or non-connected tug and barge (NTB) with at least 150,000 barrels of capacity, or one double-hull MR tanker with at least 260,000 barrels of capacity. These are alternative configurations, not a request for both. - Key vessel requirements: The MR tanker must have an Inert Gas System or equivalent and Segregated Ballast Tanks. The vessel must carry the specified clean products in its natural tank segregation and satisfy inspection, safety, emissions, cargo-handling, sampling, reporting, and documentation requirements. - Other charter requirements and possible call-outs: Clean and gas-free tanks for Government inspection; certified marine chemist services when required; oil-spill arrangements; ship-to-ship/lightering capability; and, if called out, fuel monitoring, secure communications and space, and an armed security team of at least four. Shipment coordination for the DRAKE c-UAS system may also be requested. - Evaluation: The RFP describes award to the lowest evaluated dollars-per-barrel offer among technically acceptable proposals. - OEMs and vendors: No vessel manufacturer, OEM, or commercial vendor is identified. DRAKE is named as a system, but the attachment does not identify its manufacturer.
