The U.S. Postal Service Office of Inspector General is seeking professional investigative and mail-operations support for its Office of Investigations. - Government buyer: United States Postal Service (USPS), Office of Inspector General (OIG), Office of Investigations. The announcement is issued through USPS Supplies and Materials Management; Farzad J. Afrasiabi is named in the attachment. - Services requested: - Workers Compensation Surveillance Specialist (WCSS): Up to 2,080 hours per calendar year to support investigations of suspected workers’ compensation claimant and medical-provider fraud. Work includes data analysis, surveillance, interviews, records checks, coordination with USPS and the Department of Labor Office of Workers’ Compensation Programs (DOL-OWCP), reports, and testimony. Maximum rate is $46 per hour; travel-status rate is capped at $25 per hour. Listed maximum contract value is $528,400. - Mail Theft / Mail Flow Training Specialist: Up to 1,040 hours per calendar year to train and advise OIG investigators on USPS mail processing, transportation, delivery, and vulnerabilities relevant to mail theft, narcotics trafficking, and related investigations. Work includes in-person and virtual training, analytical-tool advice, training materials, reports, and coordination with USPS stakeholders. Maximum rate is $50 per hour; travel-status rate is capped at $25 per hour. The five-year total contract value is capped at $150,000. - Locations and performance: WCSS work is associated with listed field locations across the United States. Mail Theft / Mail Flow work may be performed remotely, at OIG headquarters in Arlington, Virginia, or at field offices nationwide. Each position has a 1–5 year performance period; assignments and hours depend on funding and operational needs, and work is not guaranteed. - OEMs and vendors: No product OEMs or commercial vendors are identified. USPS and DOL-OWCP are named as government organizations involved in or coordinating with the work. - Notable requirements: WCSS candidates need prior law-enforcement experience, including surveillance and interviewing. The training specialist must bring expertise in USPS mail-flow operations and provide investigator training. The solicitation accepts proposals on a rolling basis.
Description
This Broad Agency Announcement (BAA) supersedes all prior year BAA's. Prior fiscal year BAA proposals deemed acceptable and kept on file, or currently under evaluation, need NOT reapply for the same position.
This constitutes the Office of Inspector General's (OIG) Broad Agency Announcement (BAA), to solicit proposals from interested parties on a specific subset of OIG services. The OIG reserves the right to select for award all, some or none of the proposals in response to this announcement. A formal Request for Proposal (RFP), solicitation, and/or additional information regarding this announcement will not be issued. All applicable solicitation provisions, instructions, terms and conditions are contained in the attached documents. Specific clauses for any resultant contracts will be negotiated at contract award.
Pursuant to 39 U.S.C. § 410(a), no Federal law dealing with public or Federal contracts, property, works, officers, employees, budgets, or funds, including the provisions of chapters 5 and 7 of title 5, shall apply to the exercise of the powers of the Postal Service. Specifically, the OIG does not fall under the purview of the Federal Acquisition Regulation (FAR). This BAA is intended for proposals related to professional, consultant and support services only.
USPS OIG contract holders must comply with the Vietnam Era Veterans' Readjustment Assistance Act of 1972, as amended (38 U.S.C. 4211 and 4212), for contracts worth $150,000 or more. See https://www.dol.gov/vets/vets4212.htm#overview for reporting requirements.
Proposals are accepted on a rolling basis, unless noted otherwise, and contracts may be awarded throughout the solicitation period. A position listing may result in one or more contract awards. The solicitation period ends on September 30, 2027, or until replaced by a subsequent BAA, whichever is earlier.
