Description
In accordance with (IAW) the streamlined evaluation procedures utilized for this acquisition, the Government has made an award decision.
1. Total Number of Quotations Received: The Government received a total of 6 quotations in response to the RFQ. 2. Name of the Awardee(s): The award was made to Restored Cloud Inc. 3. Total Quoted/IDIQ Maximum Price: ($299,189.00; Est. Ceiling: $336,784.00) 4. General Reason for Non-Selection: The award decision was IAW Solicitation FA930126Q0023 evaluation instructions and criteria, provided in the Addendum to RFO 52.212-1 and RFO 52.212-2. The award was made to the offeror within the competitive range whose response represented the best value, with non-price factors weighed more heavily than price. In the integrated assessment upon which the award will be made, the non-price factors of Technical Acceptability and Past Performance were to be weighed more heavily than Price. The nature of this service demands a contractor with proven expertise, and prioritizing price alone risks compromising health and safety. Past performance is also critical, as contractors with historical success with the performance requirements and who can operate independently offer significant efficiency gains. To arrive at a best value decision, the Government first evaluated responses for technical acceptability. For all technically acceptable responses, the Government then conducted a tradeoff analysis of Past Performance and Price in which award could be made to a higher-priced offeror if determined that the benefit of its superior past performance was worth the additional price, or an award would be made to a lower-priced offeror if their past performance was not considered to be worth a price premium.
