Norfolk Naval Shipyard is seeking rental and support for two standby emergency diesel generators to support shipyard operations during unplanned outages. - Government buyer: Department of the Navy, NAVSEA, Norfolk Naval Shipyard (NNSY). - OEMs and vendor: No generator OEM or manufacturer is specified. An attachment identifies Cepeda Associates INC. as the single-source vendor for the system repairs and design-agent engineering services. - Requested equipment: One trailer-mounted 500 kW generator and one trailer-mounted 350 kW generator; both require 480 V, three-phase, three-wire grounded service. Each unit must include an auxiliary block heater, battery charging circuit, and output circuit breaker with overcurrent protection. Maximum footprint is 20 ft × 8 ft and maximum weight is 45,000 lb per unit. The 500 kW unit must support at least 24 hours of operation at full continuous load before refueling; both units must meet the specified fuel-system, enclosure, connection, testing, certification, and operating-instruction requirements. - Rental and support: Rental includes routine, preventative, and emergency maintenance and repair, parts and wear-and-tear replacement, and associated labor and travel. Provide 24/7/365 coverage, technician arrival within four hours of NNSY notification, and unit replacement within eight hours if on-site repair is not possible. - Additional requirements: Provide weather and saltwater-corrosion protection, emergency contact information affixed to each unit, technical manuals and operating information, and technical support for initial cable installation, voltage and phase-rotation checks, and initial HEC lock coordination. Technicians and drivers must be U.S. citizens and comply with NNSY security requirements. - Procurement context: The initial notice is for market research, not a solicitation or commitment to award; an attachment describes the requirement as single-source. The anticipated contract type is firm-fixed price.

Description

Norfolk Naval Shipyard (NNSY) requires the rental of two (2) trailer-mounted Emergency Diesel Generators (EDGs) to provide standby emergency electrical power during unplanned power outages. See attached draft SOW and complete the Capabilities Statement. This Sources Sought Notice is issued in accordance with FAR 15.201 for market-research purposes only and in anticipation of a potential future procurement. This notice is not a solicitation, request for proposal, request for quotation, request for offer, or commitment by the Government to award a contract. The Government will not pay for any information, documentation, capability statements, or other costs incurred in responding to this notice. Responses will be used solely to assess industry capability, availability, market conditions, acquisition strategy, and the potential for small-business participation. The Government has provided a draft of the statement of the work anticipated to be completed  as an enclosure to this sources sought document (see Enclosure (1)). The anticipated contract type will be firm-fixed price.
