NASA seeks capability statements for a one-year Construction Industry Institute membership

NASA is seeking to renew its Construction Industry Institute membership to support the Agency Construction of Facilities Program at White Sands Test Facility. - Requirement: One annual Construction Industry Institute (CII) membership, restoring NASA’s lapsed membership. - Purpose and benefits: Access to construction-industry collaboration, research and development, training, and best-practice resources intended to improve safety, technology, cost efficiency, and schedule predictability. Resources include the Project Definition Rating Index (PDRI). - Procurement approach: NASA/NSSC states its intent to award on a sole-source basis to the University of Texas at Austin, identified as the sole provider of the membership. - Response requested: Submit a written capability statement; quotations will not be considered. Responses should reference the notice ID and will help NASA determine whether the procurement should be competed. - Performance period: 365 calendar days from award. The notice does not state a specific start or end date.

 SPECIAL NOTICE:

VENDORS MUST REFERENCE THE NOTICE ID WHEN SUBMITTING A CAPABILITY STATEMENT.

NASA/NSSC has a requirement for Construction Industry Institute annual membership. 

NASA/NSSC intends to issue a sole source contract to UNIVERSITY OF TEXAS AT AUSTIN 110 Inner Campus DR Austin, Texas 78712-1139 United States under the authority of FAR 12.102(a). It has been determined that UNIVERSITY OF TEXAS AT AUSTIN is the sole provider of Construction Industry Institute annual membership.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ White Sands Test Facility (WSTF).

The Government intends to acquire Non-Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 13 for Non-Commercial

The NAICS Code for this procurement is 611310.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 10/7/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

NOTE: Quotes received in response to this notice will NOT be considered and will not be evaluated by NASA’s Technical End User Team. We are currently only requesting Capability Statements.
