The Pennsylvania Public Utility Commission is seeking an independent consultant to assess electric resource adequacy and load forecasts across Pennsylvania and the PJM region. - Buyer: Pennsylvania Public Utility Commission, Commonwealth of Pennsylvania; Bureau of Technical Utility Services. - Requested service: Resource adequacy research, analysis, forecasting, modeling, reporting, and expert support. No products, part numbers, or fixed service quantities are specified. - Scope includes: Annual 20-year forecasts of load by transmission zone; inventories and forecasts of generation facilities, additions, and retirements; analysis of net generation and interzone energy transfers; and forecasts of capacity and energy prices. - Forecast reviews: Evaluate electric distribution company load forecasts, including their methods, data, and assumptions; assess PJM Interconnection, LLC’s large-load adjustment and Long-Term Load Forecast; and assist with reviews of large-load adjustments and customer agreements. - Support and deliverables: Prepare resource adequacy reports on Pennsylvania and its transmission zones, provide monthly progress reports and meetings, and support Commission findings, including expert testimony as needed. Reports are required twice per contract year. - Named organization: PJM Interconnection, LLC is the regional transmission organization whose forecasts and processes are to be assessed; it is not identified as a supplier or OEM. - Participation goals: 18% Small Diverse Business participation and 3% Veteran Business Enterprise participation. Offerors must document qualifying commitments or, when applicable, request a good-faith-efforts waiver. - Performance term: Three years, with two optional one-year renewals at the Commission’s discretion.
Description
The Pennsylvania Public Utility Commission, Bureau of Technical Utility Services, seeks an independent contractor to serve as its Resource Adequacy Consultant. The work includes research and analysis supporting electric resource adequacy forecasting, evaluation of electric distribution company and PJM load forecasts and forecasting methods, and assistance to the Commission with large-load forecasts, customer agreements, and PJM Load Analysis Subcommittee meetings. The consultant will also prepare reports on the required research topics. The solicitation lists a three-year duration and statewide coverage.
