Description
The Government seeks to award a Sole Source Order issued from General Services Administration (GSA) Schedule Contract Number 47QRAA18D001P to Deloitte Consulting LLP (Deloitte) located at: 1919 N. Lynn Street, Arlington, VA 22209-1742.
The Department of Veterans Affairs Office of Inspector General (VA OIG) has been baselining its Information Technology (IT) and Business Architecture since October 2025. This foundational work established the architectural models, documentation standards, and analytical frameworks that underpin VA OIG’s modernization roadmap. The follow-on Sole Source Order is a direct continuation of this effort and must proceed without interruption to avoid degradation of the architecture baseline and loss of momentum in ongoing modernization initiatives.
The Enterprise Architecture Modernization effort is now tightly integrated with VA OIG’s IT governance processes, investment planning, cybersecurity posture assessments, and business process optimization activities. Any disruption in Contractor support would halt the production of critical architectural artifacts, delay dependent IT initiatives, and create gaps in VA OIG’s ability to make informed enterprise-level investment decisions.
The incumbent Contractor developed the current architectural frameworks, tools, templates, and models—many of which are proprietary or uniquely tailored to VA OIG’s environment. As a result, the continuation of services represents a logical follow-on necessary to maintain continuity, efficiency, and accuracy.
