Sachse is seeking a master developer to shape a phased mixed-use district on approximately seven acres of publicly owned land in its 5th Street District. - Government buyer: Sachse Economic Development Corporation, coordinating with the City of Sachse, Texas. - Opportunity: RFQ 2026-08-EDC seeks qualifications from one or more experienced master developers to plan, entitle, finance, and deliver the district. It is not a construction award, land sale, priced bid, or commitment of public funding. - Reference development program: Approximately 120,000 square feet across three phases: an approximately 20,000-square-foot restaurant and entertainment cluster oriented around public open space; two later mixed-use buildings totaling approximately 60,000 square feet; and a subsequent mixed-use building of approximately 40,000 square feet. Ground floors should support active retail or restaurant uses; upper floors may include office, live/work, or modest-scale urban lofts. Missing-middle housing at site edges is optional; high-density multifamily is not the assignment. - Key requirements: Demonstrated experience with walkable mixed-use districts or small Texas downtowns; documented financial capacity and a credible capital stack; a site vision, phasing and parking approach, and public-realm plan; and an execution-ready team naming a project manager, architect, civil engineer, landscape architect, retail recruitment and leasing lead, and general contractor. The reference concept includes an interim parking area of about 125 spaces. - Land and public support: The City and EDC may consider a sale, ground lease, or combination, and may discuss infrastructure, fee relief, TIRZ support, or public-realm contributions. Support must satisfy a but-for test; no specific public contribution or land price is offered. Control of neighboring private parcels is not required. - OEMs and vendors: No OEMs, product manufacturers, or development vendors are named. The requested work is a development service, not a product purchase. - Schedule concept: The reference build-out is approximately six years across three phases. Exclusive pre-development negotiations are expected to last about 90 days, with the schedule allowing up to 180 days; a later master development agreement is contemplated.
Description
The Sachse Economic Development Corporation, in coordination with the City of Sachse, is seeking qualifications from experienced master developers to plan, entitle, finance, and deliver a walkable mixed-use district on publicly owned land in the 5th Street District. The selected developer or developers will be invited to exclusive negotiation; this RFQ does not award a construction contract, convey land, or commit public funding. The envisioned program includes Texas Downtown–scale buildings, an active first phase with restaurants and public gathering space, and mixed-use development in later phases. Respondents must demonstrate relevant experience, financial capacity, an execution-ready team, and an approach to the site, phasing, public realm, and property conveyance.
