HUD Consolidated Planning and Fair Housing Consulting for Hidalgo County and Three Cities

Hidalgo County’s Urban County Program is seeking a consultant to develop HUD planning and fair housing documents for the County and three participating cities. - Government buyer: Hidalgo County, Texas — Urban County Program; Hidalgo County Purchasing Department. - Participating jurisdictions: Hidalgo County and the Cities of Edinburg, McAllen, and Mission. - Requested services: Prepare a separate five-year Consolidated Plan, FY 2028 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice for each jurisdiction. The RFP is identified as 5027-99-2101-6330-CON-SDLG. - Scope: Assess housing and community development needs, market conditions, resources, and fair housing barriers; develop priorities, strategies, and performance goals; prepare required HUD documents and IDIS submissions; and support HUD review and approval. - Engagement and deliverables: Conduct bilingual community engagement, surveys, stakeholder consultation, and required meetings; provide mapping, including a display of low- and moderate-income areas; and deliver final ADA-compliant documents. Reasonably necessary meetings must be included in the proposed fee. Public and community meetings are expected in person unless a jurisdiction approves otherwise; routine coordination may be virtual. - Notable qualifications: The consultant must have experience preparing at least one Consolidated Plan or CDBG Action Plan and direct experience with HUD’s IDIS system. Existing regional fair housing analysis and updates are to inform the reassessment using current data and jurisdiction-specific requirements. - OEMs and vendors: No OEMs, consulting vendors, or other commercial providers are named. No products or product quantities are requested.

Hidalgo County Urban County Program is seeking proposals from qualified consultants to prepare a Five-Year Consolidated Plan, FY 2028 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice for Hidalgo County and the Cities of Edinburg, McAllen, and Mission. Work includes assessing community needs, housing and community development priorities, fair housing considerations, and resources, and preparing the required documents in accordance with applicable HUD requirements. The selected consultant will coordinate with the County and participating jurisdictions and support public engagement. Proposals are due October 2, 2026, at 3:00 p.m. Central Time; the addendum states that no published budget or funding ceiling has been established.
