Sound Transit is seeking on-call consulting support for the ORCA regional transit fare collection and payment program. - Government buyer: Sound Transit, the Central Puget Sound Regional Authority; procurement contact is Jessica Thiergartner, Sr. Contracts Specialist. ORCA is a partnership of seven transit agencies. - Services requested: Research, strategic advice, and industry-practice recommendations across transit fare collection and payment. Expected needs include automated fare collection and payment-system alternatives, PCI compliance, product delivery methods, pilots, and product-process support, as well as technology strategy, operations, customer experience, cybersecurity, governance, and future procurements. - Contract structure: On-call services will be assigned through task orders, with no guaranteed minimum work. Sound Transit anticipates multiple awards, and firms may be selected for all or part of the consulting categories. Categories A, C, J, and B are expected to be used more during the initial four-year term. - Term and pricing: Four-year base term with up to three additional two-year extensions, for a potential total of ten years. Pricing is fixed for the first two years; subsequent escalation is tied to the Employment Cost Index and capped at 5%. - Notable requirements: No DBE goal is set, and the small-business goal was removed; there is no minimum participation requirement. Required DBE/Small Business utilization-plan and bidders-list submissions remain. Foreign-incorporated firms may propose subject to specified tax documentation and invoicing requirements.

Description

Sound Transit is requesting proposals from firms to provide consulting services, including research, advice, and leading-industry-practice recommendations related to fare collection and payment. The full scope of work is identified in Exhibit B of the RFP. The contract term is four years, with three optional two-year extensions at Sound Transit’s sole discretion. Sound Transit may award multiple contracts, and work will be ordered through task orders; the contract does not guarantee a minimum amount of work.
