Naranja Lakes CRA Executive Director and Economic Development Services

Miami-Dade County is seeking a firm to lead the Naranja Lakes Community Redevelopment Agency’s work and advance economic development in the redevelopment area. - Government buyer: Miami-Dade County Strategic Procurement Department, on behalf of the Naranja Lakes Community Redevelopment Agency (CRA) and the Office of Management and Budget. - Requested services: CRA executive director and economic development services to implement the CRA Redevelopment Plan. Work includes project and grant coordination; planning and real estate support; business recruitment, retention, and expansion; funding and partnership development; and coordination with residents, businesses, property owners, County departments, and other stakeholders. - Project oversight and reporting: Maintain a current redevelopment opportunity and project pipeline; establish an electronic system for tracking projects, properties, businesses, grants, contracts, and outcomes; submit quarterly progress reports; and prepare an annual work program within 60 days after contract commencement. - Notable requirements: Maintain a staffed physical business office in Miami-Dade County within five miles of the CRA area. Review existing projects, contracts, budgets, plans, grants, and pending actions, and submit a transition report within 30 days after contract commencement. Additional out-of-scope services require Agency authorization and are compensated separately using proposed hourly rates by job classification. - Term: One-year initial term with four optional one-year renewals; an extension of up to 180 days may be available, with any further extension subject to mutual agreement and Board approval. - OEMs and named vendors: No OEMs, vendors, or products are identified; no product line items are requested.

Description

Miami-Dade County, through its Strategic Procurement Department on behalf of the Naranja Lakes Community Redevelopment Agency and the Office of Management and Budget, is soliciting proposals from qualified firms to provide CRA executive director and economic development services. The selected firm will support implementation of the CRA’s Redevelopment Plan, including project planning and coordination, grant coordination, community redevelopment administration, current and long-range planning, and real estate and land acquisition activities. The work also includes developing planning and economic programs and implementing strategies to promote business growth, expansion, and retention while eliminating slum and blight within the redevelopment area.
