The City of Caldwell is seeking A&E qualifications for a new air traffic control tower at Caldwell Executive Airport, with FAA coordination and project-planning requirements. - Government buyers and project offices - City of Caldwell — Airport department; project site is Caldwell Executive Airport in Caldwell, Idaho. - Federal Aviation Administration (FAA) — lead federal agency; the siting report identifies its Terminal Facilities Team, Facilities and Security Services Group. - OEMs and vendors - No OEMs, vendors, or prospective A&E firms are named in the materials. - Requested services and project context - Architectural and engineering design, construction documentation, and federal coordination for a new sponsor-owned Federal Contract Airport Traffic Control Tower (ATCT). - Planned facility is a 115-foot tower with an eight-sided, 450-square-foot cab, four operating positions (Local Control, Ground Control, Flight Data, and Controller-in-Charge), and associated site facilities. - Associated project elements include an approximately 0.2-mile access road, security fencing, a small parking lot, an electric gate and keypad, utility connections, and stormwater management. These describe the planned project; the solicitation is for A&E qualifications, not a construction award. - Planning materials recommend Site 2. Design services include civil site, utility, and secure-access design; architectural, structural, electrical, mechanical, and plumbing design; FAA coordination and permitting; Airport Layout Plan updates; and NEPA documentation support. - Notable requirements - Cab to face southwest, with the specified eight-sided layout and four operating positions; design also calls for an integrated mullion framework rather than obstructive columns. - Structural design must address local seismic and wind loads. Building systems must support redundant power, localized cooling, and air-traffic-control electronics. - Obstruction marking and lighting must follow FAA Advisory Circular 70/7460-1M; physical security must address FAA Order 1600.69, Appendix G. - Coordinate with FAA Technical Operations and Flight Standards. The siting report notes a 16-second visual-line-of-sight loss for aircraft on the north downwind leg and identifies proposed traffic-pattern mitigations. - The environmental assessment reports no significant environmental impacts and identifies implementation as dependent on approvals and funding. - Qualifications are evaluated for aviation and ATCT experience, key personnel, technical approach and seismic capability, agency coordination, and past performance.
