The City of New York Department of Correction (DOC), Facility Maintenance and Repair Division (FMRD), seeks on-call mechanical and refrigeration services at Rikers Island and other DOC facilities. - Scope: Repair, diagnostics, preventive maintenance, and replacement of mechanical systems and equipment, including HVAC and refrigeration equipment, pumps, motors, compressors, and controls. Detention-grade doors, gates, sally ports, locking systems, and related security electronics are also included. - Named supplier: Grainger is the only named commercial supplier; no equipment OEMs or specific product models or part numbers are identified. Grainger-listed parts require at least a 10% discount from list prices. Non-Grainger parts may be priced at cost plus the bidder’s markup. - Estimated bid-comparison allowances: $550,000 for Grainger-listed parts, $550,000 for non-Grainger parts, $100,000 for manufacturer/supplier shop work, and $10,000 for specialist consultant services. These are estimates, not guaranteed purchases. - Labor pricing covers prevailing-wage work and shop fabrication mechanics, general mechanics/technicians, and helpers at regular, overtime, Sunday, and holiday rates. Estimated labor hours are for bid comparison only; no minimum or maximum service quantity is guaranteed. - Requirements include acknowledging requests within two hours and dispatching a service person within four hours, including weekends and holidays; a one-year warranty; applicable FMRD authorization; and coordination with facility security for detention-system work. Refrigeration, HVAC, and mechanical work must be self-performed; the specified detention-security scope may be subcontracted only to an approved subcontractor. - Prevailing-wage compliance and a 30% community-hiring goal for building-service opportunity labor hours, subject to best-efforts requirements, apply. The contract ceiling is $6.5 million; the notice also cites an $8 million procurement estimate, so the solicitation documents should be checked for the applicable value.
