The Billings Area Indian Health Service is seeking a contractor to manage pharmacy reverse distribution at nine Montana-area locations. - Government buyer: Department of Health and Human Services, Indian Health Service, Billings Area. - Requirement: One contractor to provide pharmacy reverse distribution services at nine locations: Blackfeet Service Unit in Browning; Heart Butte Health Station; Crow/Northern Cheyenne Hospital in Crow Agency; Lodge Grass Health Clinic; Pryor Health Station; Fort Belknap Hospital in Harlem; Verne E. Gibbs Health Center in Poplar; Chief Redstone Clinic in Wolf Point; and the Northern Cheyenne Service Unit in Lame Deer. - Service frequency and term: Three on-site service visits per location each year, for a base year and up to four option years. If all option years are exercised, that represents 15 visits per location over the full potential term. - Key requirements: The contractor must be DEA-registered as a reverse distributor and provide on-site inventory, secure handling, packaging, transportation, returns and eligible credits, controlled-substance reconciliation, and documentation. - OEMs and vendors: No OEMs or vendors are named. Description

This is a Solicitation for commercial items prepared in accordance with RFO FAR part 12.  This notice and the attachments constitute the solicitation.

Solicitation No. 75H70926Q00012 is issued as a request for quotation (RFQ) for Pharmacy Reverse Distribution Service for the Billings Area Indian Health Service.  This procurement is conducted pursuant to the authority of Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Products and Commercial Services.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

This procurement is unrestricted/full and open competition.  The North American Industry Classification System (NAICS) code for this action is 424210 Drugs and Druggists’ Sundries Merchant Wholesalers with a small business size standard of 250 employees.
