USACE’s Fort Worth District is conducting market research for a secure-facility construction project at Barksdale Air Force Base. - Opportunity: Convert approximately 14,000 square feet of Building 6413’s existing hangar space into a two-story secure facility. - Construction scope: Demolish an existing CMU storage room and build offices, conference and briefing rooms, training and planning areas, breakrooms, server and mechanical rooms, restrooms, an elevator, stairwells, and supporting structural and site features. Additional identified work includes fire protection, climate control, backup power, RF shielding, a metal storage building, a fenced staging area, and a concrete pad for fuel-tank storage. - Key requirements: Provide heightened acoustic performance and five separate network connections at each workstation. The project must address DoD security, anti-terrorism, and cybersecurity standards, existing utilities, and site-access background checks. Exterior changes require consultation with and approval from the State Historic Preservation Office because the facility is in a historic district. - Procurement approach and cost: USACE is conducting market research and considering an OTA delivery approach, with PDB, DBtB, or CM@Risk identified as possibilities. The attachment also references a Design-Bid-Build requirement. The target construction price range is $35 million to $41.2 million, and the programmed amount is $44.084 million; Government-furnished equipment is excluded from the stated construction cost limitation. - Response and schedule: Interested firms are asked to submit a capability statement and the completed Industry Day/First Look questionnaire. Questions are to be submitted through ProjNet. The attachment projects approximately 730 calendar days of construction after the Phase 2 construction modification or Notice to Proceed. It gives projected solicitation and award milestones, but the award timing differs within the document.
