The City of Phoenix is seeking qualified contractors for citywide, on-call landscape construction through its JOC-265 program. - Government buyer: City of Phoenix, Arizona — Office of the City Engineer, Design and Construction Procurement. The Equal Opportunity Department’s Contract Compliance Division administers the SBE participation requirements. - Opportunity: Citywide Landscape Construction Job Order Contracting (JOC-265); the City may select up to three contractors. Work is assigned through individual Job Order Agreements, with construction costs intended not to exceed $4 million per agreement. - Services requested: Park structures and furnishings; trails and pedestrian bridges; natural- and artificial-turf sports fields; concrete, sport courts and asphalt paving; walls, streetscapes and ADA features; stormwater facilities, fencing and signage; landscape removal, salvage and installation; irrigation systems; grading, soil testing and preparation; recreational facility rehabilitation; water remediation; and minor design services as needed. - Notable requirements: Contractors must hold an appropriate Arizona license and provide a current Experience Modification Rate and surety bonding-capacity statement meeting the stated A-or-better standard. An 8.5% City-certified Small Business Enterprise (SBE) participation goal applies annually and over the contract term; good-faith subcontracting efforts and utilization reporting are required. Evaluation considers qualifications, comparable work, project approach, safety, quality, scheduling, estimating, subcontractor selection and references. Subcontractors are to be selected based on qualifications or qualifications and price, not price alone. - OEMs and vendors: No product OEMs, brands, or contractor vendors are named. This is a construction-services procurement rather than a specified product purchase. - Contract-term and value note: The documents describe a 36-month term or $20 million per JOC, whichever comes first, with a possible 24-month extension. They also state a $15 million total contract cap, creating an apparent inconsistency in the stated maximum value.
