Cybersecurity resilience consulting, exercises, and training for Iowa State University

Iowa State University is seeking consulting support for statewide cybersecurity resilience, preparedness, and training through its Center for Cybersecurity Innovation and Outreach. - Government buyer: Iowa State University, Center for Cybersecurity Innovation and Outreach (CyIO), Ames, Iowa. - OEMs and vendors: No OEMs, vendors, or prospective contractors are named; no specific products or part numbers are requested. - Requested service: Cybersecurity consulting and program support for the Iowa Cyber Resilience Initiative and related activities. The solicitation uses a common estimated level of effort of 110 hours for price evaluation. - Support collaborative and strategic planning, stakeholder engagement, and outreach. - Design, prepare materials for, facilitate, and evaluate cybersecurity incident-management and tabletop exercises; provide facilitator training. - Develop and deliver training curricula, workshops, instructional materials, participant and facilitator guides, and supporting documentation. - Assist with conferences, outreach materials, written reports, implementation guides, and recommendations for program improvement and sustainability. - Notable requirements: Relevant cybersecurity exercise and training experience; experience with Strategic Doing or similar collaborative planning approaches; ability to support in-person and virtual activities; and experience with public-sector or related stakeholders. State and Local Cybersecurity Grant Program experience, statewide event experience, and Iowa stakeholder relationships are preferred. Confidentiality, applicable professional and cyber/data privacy insurance, and University ownership of contract work products are also specified.

Description

Iowa State University's Center for Cybersecurity Innovation and Outreach (CyIO) seeks consulting services to support the Iowa Cyber Resilience Initiative and related cybersecurity outreach, training, exercises, and stakeholder engagement. Work includes collaborative planning, stakeholder engagement, cybersecurity exercise design and facilitation, training development and delivery, and program support. The consultant will work with CyIO staff and project partners on incident management exercises, facilitator training, outreach materials, workshops, conferences, and recommendations to advance cybersecurity preparedness and resilience in Iowa. The contract would begin after execution and end November 30, 2027.
