The City of Urbana is seeking GIS mapping services to support parcel-level stormwater fee billing across the city. - Government buyer: City of Urbana, Illinois — Public Works Department, Engineering Department; the opportunity identifies Kyle Dobosz. The project covers Urbana in Champaign County. - OEM/platform: Esri is named as the required compatibility standard for the GIS deliverable; no specific mapping-services vendor is identified. - Requested service: Map impervious areas across approximately 11.3 square miles and deliver parcel-level polygon data in an Esri-compatible file geodatabase aligned with the City’s coordinate system. - Map classes may include buildings, roads, sidewalks, driveways, parking areas and other pavement, gravel driving surfaces, railways, swimming pools, and other water features. - The expected geometric accuracy is at least 95%. The City anticipates providing 3-inch-resolution imagery or considering a suitable vendor-provided alternative. - Quantity and part numbers: No item quantity or part number is specified; the mapping coverage is the full city. - Other service noted in the attachment: Consultant services under project-specific agreements are referenced, but the attachment does not define a separate scope or quantity for them. - Future work: Annual map updates may be considered after the initial implementation, but are not part of the stated initial scope.
Description
The City of Urbana is seeking proposals to create a GIS file geodatabase mapping impervious areas on all parcels within the City. The database will support calculation of impervious-surface square footage per parcel for stormwater utility fee billing. The work includes extracting impervious areas, delivering an Esri-compatible polygon geodatabase aligned with the City’s coordinate system, and maintaining expected geometric accuracy of 95% or higher. Proposals are due October 19, 2026, at 2:00 p.m.; pricing must be submitted separately from the proposal upload.
