The City of Washougal is seeking a multidisciplinary design team for a permanent Veterans Memorial at Washougal Memorial Cemetery. - Government buyer: City of Washougal, Public Works Department; project contact is Corinthia Barnhart, Parks and Cemetery Manager. - Named company: Covalent Architecture prepared the referenced site study; no prospective proposer or product manufacturer is named. - Requested services: Validate prior studies and site constraints; establish project scope, schedule, risk and cost baseline; develop two schematic alternatives and support engagement; advance the selected concept through design development; prepare permit-ready and bid-ready plans, specifications, calculations and estimates; and, if authorized, support bidding, construction and closeout. - Memorial requirements: Recognize all six branches of the U.S. Armed Forces and provide accessible arrival, circulation, gathering space, seating and viewing. The design must protect graves and cemetery operations and account for utilities, drainage, maintenance, adjacent uses and future cemetery needs. - Site-study concepts: The Covalent Architecture study considered accessible walkways, parking for two to three accessible spaces, memorial orientation and grading. Its preferred concept included walkways, concrete walls with built-in seating, a central fire pit, monoliths, flagpoles and possible donor-name brick paving; these are study concepts, not mandated purchase items. - Key constraints: The total project must fit within a $250,000 budget. Optional enhancements may be proposed only as bid alternates after the base project is affordable. The existing memorial must remain separate and unaltered. No ground-disturbing investigation or work may begin before City authorization and applicable cultural-resource clearance. Construction will be procured separately.
