The City of New Braunfels is seeking on-call disaster debris response services to clear, process, transport, and dispose of debris after a disaster or other City-designated event. - Government buyer: City of New Braunfels, Finance Department, Purchasing Division, serving areas in Comal and Guadalupe counties, Texas. - OEMs and vendors: No manufacturers or service vendors are named. WorkdaySpend is identified as the procurement portal, not as a debris-service provider. - Services requested: Emergency road clearance; removal of vegetative and construction-and-demolition (C&D) debris; demolition and disposal of non-RACM and RACM structures; debris management site (DMS) operation and reduction by grinding or air-curtain incineration; and hauling reduced debris to approved disposal sites. The broader scope also includes hazardous trees, limbs and stumps; white goods; used electronics; household hazardous waste; abandoned vehicles and vessels; and animal carcasses. - Pricing and quantities: No minimum quantities or retainer are guaranteed. The revised pricing schedule requests unit rates by debris-volume tier and, where applicable, haul-distance band, with rates per cubic yard and alternate per-ton pricing. No part numbers apply. - Operational requirements: Emergency roadways must be cleared within 70 working hours after Notice to Proceed unless the City grants an extension. Debris operations are generally to be completed within 90 days or another City-approved timeframe. Offerors must document at least five years of relevant experience and three prime-contractor debris operations exceeding 300,000 cubic yards. - Special conditions: RACM work must follow applicable asbestos requirements; hazardous-waste, refrigerant, recycling, and disposal activities must meet applicable regulatory requirements. The same company may not receive both the debris-removal and separate debris-monitoring work due to a conflict of interest. FEMA funding may be used.
