The former motel includes private bathrooms, laundry facilities, two fully ADA-compliant rooms, and access to public transportation and community resources. Smoking is prohibited on the property. - Provider qualification: The operator or project team must be an approved shelter provider through Washington County’s RFPQ or the qualification list resulting from Multnomah County’s RFPQ. Services may be delivered directly or with provider partners. - Budget guidance: The County’s stated shelter rate is $99 per unit per day. No OEMs or commercial vendors are named; no equipment or product line items are requested.

Washington County is seeking proposals from qualified organizations to operate the non-congregate Hillsboro Bridge Shelter for people experiencing or at risk of homelessness. The shelter serves up to 60 adult-only households, including couples and individuals, and the operator may deliver the required services directly or in partnership with other providers. Scope includes 24/7 shelter operations, housing-focused case management and referrals, meals and essential participant services, property management, and facility maintenance. Proposers must be qualified shelter and transitional-housing providers through the specified Washington County or Multnomah County RFPQ pathway.
