Description

Green Mountain Power Corporation filed a Pre-Application Document and intends to seek a new license for the Middlebury Lower Hydroelectric Project on Otter Creek in Addison County, Vermont. The Federal Energy Regulatory Commission is commencing the pre-filing licensing process and soliciting comments on the PAD and Scoping Document 1, as well as study requests. Comments, study requests, and requests for cooperating agency status are due by 5:00 p.m. Eastern Standard Time on November 30, 2026. Commission staff will conduct environmental scoping, including scoping sessions and a project site visit on October 27, 2026.
