Shasta County is seeking firms to review, redact, and prepare video records for public-records requests. - Government buyer: Shasta County Purchasing Department. - Requested services: Video review with or without redaction; redaction of faces, license plates, personal information, documents, screens, and other County-identified content; quality control; file processing and export; audit documentation; and production support. Audio redaction is not currently anticipated. - Scale and pricing: Assignments may involve hundreds or thousands of hours of security-camera footage. The cost proposal uses illustrative scenarios of 10, 100, and 1,000 hours; these are not fixed quantities or guaranteed work. Pricing is requested by applicable units such as source-video time, occurrence, file, or assignment, including expedited and rush services and any minimum charge. - Named company or system: NextRequest is identified as a public-records management system the County may use for production support; it is not identified as a proposed supplier. No bidding vendors or OEMs are named. - Notable requirements: Support common formats including MKV, AVI, MP4, H.264, H.265/HEVC, CCTV recordings, NOV, and self-contained EXE files. Preserve original files and evidentiary characteristics, maintain auditable processing and quality-control records, provide scalable capacity and status updates, protect County data and promptly report incidents, and disclose third parties with records access for prior County approval. Automated or AI-assisted redactions require human review, and County records may not be used to train AI or machine-learning models without written authorization. The County retains legal decisions on responsiveness, disclosure, exemptions, and redactions. - Term: 12-month initial period with possible extensions for two additional one-year terms. No fixed start date or guaranteed minimum work is stated.
