Montgomery County, Ohio is seeking environmental consulting for the Fairgrounds expansion and related park development. - Government buyer: Montgomery County, Ohio, Facilities Management Department; the Board of County Commissioners is identified in a separate attached sample agreement. - Project area: Former County Treatment Facility (Parcel 1, 21.42 acres) and Hydraulic Road Property (Parcel 2, 79.87 acres plus adjacent acreage). - Requested base services: Prepare a NEPA Categorical Exclusion anticipated to cover both properties and applicable Section 6(f) Compliance and Stewardship documentation for National Park Service review. Work includes agency coordination, impact assessment using the County’s conceptual park design, project meetings, and draft documentation. - Parcel 2 waters work: Conduct background research and a site investigation for streams, wetlands, and other potentially regulated waters; provide a permit-ready USACE/Ohio EPA delineation report with applicable forms, photographs, GIS mapping, and electronic GIS files such as KMZ or shapefiles. - Conditional and future services: Phase I cultural resources surveys may be required following Ohio SHPO coordination and require County authorization. Final park design, construction documents, permitting, bidding support, and construction administration are separate future services requiring authorization. - Notable requirements: The anticipated NEPA level is a Categorical Exclusion; the consultant must identify additional services if a higher level of documentation is needed. Draft NEPA and Section 6(f) materials are anticipated for agency review within 180 days. Cultural resources reports, if authorized, are anticipated within 30 days after fieldwork. - OEMs and products: No OEMs, manufactured products, part numbers, or product quantities are identified for the Fairgrounds opportunity. - Vendor named in an attachment: Levin Porter Architects appears in a sample agreement for a separate Montgomery County Job Center project, not as a named Fairgrounds contractor. That sample agreement describes architectural and engineering services, including design, construction documents, bidding support, construction administration, closeout, and post-occupancy reviews.
