The Department of the Navy is conducting market research for five-year support of its Insider Threat Program, with a 23-person labor mix and work primarily in the Washington, DC National Capital Region. - Government buyer and program - Procurement office: NAVSUP Fleet Logistics Center Norfolk, under NAVSUP Global Logistics Support, Department of the Navy. - Customer/program: Naval Intelligence Activity (NIA/N72), supporting OPNAV N2 and the Director of Navy Staff. - Opportunity and eligibility - Sources Sought/RFI for market research only; it is not a solicitation and will not result in an award. - Seeks qualified small businesses holding SeaPort Multiple Award Contracts. Respondents must have a Top Secret facility clearance. - Capability statements should show relevant expertise and past performance; submissions are limited to three pages, excluding the cover sheet. - Requested services and staffing - InT Program policy, Random Polygraph Program, and Strategic Outreach and Engagement support: 3 personnel. - Cybersecurity/User Activity Monitoring (UAM) analyst support: 7 personnel. - Insider Threat Hub analyst support: 11 personnel. - Insider Threat data scientist and analyst support: 1 person. - SSO Navy SCI security program support: 1 person. - Total staffing is 23 personnel, representing 44,160 hours annually and 220,800 hours across the base and four option periods. - Named OEMs/platforms - Securonix, Splunk, and EverFox are named platforms for UAM support; no product purchases, part numbers, or product quantities are specified. - Notable requirements - Services include policy and program support, polygraph coordination, strategic outreach, UAM monitoring and digital investigations, Insider Threat Hub analysis, data science and predictive modeling, and SCI security program support. - UAM work references Securonix, Splunk, and EverFox and requires TS/SCI access plus specified certifications and training. Description

This announcement constitutes a Sources Sought/RFI for information and planning purposes only.  Naval Supply Center (NAVSUP) Fleet Logistics Center (FLC) Norfolk’s intent of this announcement is to identify qualified and experienced sources that can provide support services for the Navy Insider Threat Program (InTP), see attached draft PWS. This announcement constitutes a Sources Sought/RFI for written information only.  This is not a solicitation announcement for a Request for Quote (RFQ) and a contract will not be awarded from this announcement. This announcement is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.

This current requirement is being satisfied by Mobius Consulting, LLC under Cost-Plus-Fixed-Fee (CPFF) type task order N0018924F3017. The order contained a base period of performance of (12) months and followed by two (2) (12) month options.

This Sources Sought/RFI is seeking information from only Small Businesses who hold Seaport Multiple Award Contracts.

The NAICS Code for this requirement is 541330 – Engineering Services (Exception 1).

Reponses to this Sources Sought/RFI request shall include the following information in this format: 

1.            Cover Sheet:

Company name, address, point of contact name, phone number, and email address.

Contractor and Government Entity (CAGE) Code.

Affirmation of Small Business.

Seaport Contract number and if the company has a DCAA approved accounting system.

Facility Clearance Level Required: Top Secret

2.            Capability statement displaying the contractor’s ability to provide the services, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Past performance information must include; the contract numbers, dollar value, and period of performance for each contract referenced in the response to this Sources Sought/RFI.

3.            Include any other information.

Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed three (3) pages and are to be in no less than 10 font size.  The Cover Sheet is not inclusive of the three (3) page limit.
