CENIC is soliciting middle-mile connectivity services for California’s K-12 High Speed Network, with optional dark fiber for specified education-site routes. - Government buyer: The Corporation for Education Network Initiatives in California (CENIC), for the California K-12 High Speed Network (K12HSN) program. - Scope: E-Rate- and California Teleconnect Fund-eligible telecommunications circuits, not Internet access. Network equipment is excluded and will be procured separately. - Requested services: MEF-compliant Metro Ethernet at requested committed information rates; dedicated lit DWDM or direct-fiber point-to-point circuits at 1, 10, 100, or 400 Gbps; and optional pairs of single-mode dark fibers. Proposals should address service diversity, installation and acceptance testing, and service-level commitments. - Exhibit D route schedule: 19 circuit or dark-fiber entries, each quantity 1: 2027K-77, Alpine COE to EMVL1, 10 Gbps upgrade; 2027K-78, Alpine COE to COLU1, 10 Gbps new; 2027K-79, Colusa COE - Williams to Lassen COE, 1 Gbps new; 2027K-80, Colusa COE - Williams to Santa Barbara COE, 1 Gbps new; 2027K-81, Colusa COE - Williams to Lassen COE, 10 Gbps new; 2027K-82, Colusa COE - Williams to Santa Barbara COE, 10 Gbps new; 2027K-83, Colusa COE - Williams to Santa Barbara COE, 1 Gbps new; 2027K-84, same route, 10 Gbps new; 2027K-85, Riverside COE to LOSA4, 100 Gbps new; 2027K-86, same route, dark fiber new; 2027K-87, Santa Maria JUHSD to SNVL2, 10 Gbps new; 2027K-88, Santa Maria JUHSD to Santa Barbara COE, n × 10 Gbps new; 2027K-89, same route, dark fiber new; 2027K-90, Santa Maria JUHSD to Santa Barbara COE, n × 10 Gbps new; 2027K-91, Santa Maria JUHSD to SLOB2, 10 Gbps new; 2027K-92, Sutter COE, Yuba City to Yuba COE, n × 10 Gbps new; 2027K-93, same route, dark fiber new; 2027K-94, Trinity COE to Del Norte COE, 1 Gbps new; and 2027K-95, same route, 10 Gbps new. - Estimated Form 470 quantities: 19 standalone data transmission services, with the bid schedule listing 1,024 Mbps per service; 19 leased lit-fiber services; 19 leased dark-fiber strands; and 19 Category One maintenance and operations services. These are estimates, and final orders depend on bandwidth availability and network configuration. The optional dark-fiber scope also describes pairs of single-mode fibers. - Commercial and technical requirements: Standard circuits are priced for a five-year term; dark-fiber lease or IRU pricing may be offered for 5, 10, 15, or 20 years. Separate dark-fiber maintenance and operations may be proposed for three- or five-year terms. Bidders provide recurring and non-recurring costs, circuit type, on-net/off-net status, taxes and surcharges, and installation lead time. Funding-year special-construction installation deadlines apply. - Bid access and submissions: Pricing must be entered in the editable Exhibit D worksheet. Hub-site addresses require a current signed CENIC NDA. No OEMs, manufacturers, or prospective service-provider vendors are named in the notice or attachment summaries.
Description
CENIC is seeking lit or managed circuits and optional dark fiber segments for middle-mile connections for the K12 High Speed Network, for data transmission only and not Internet access. Requested services include MEF-compliant Metro Ethernet, dedicated lit point-to-point service at specified bandwidths, or a pair of single-mode dark fibers, connecting sites to locations identified in Exhibit D. Form quantities are estimates, with final orders dependent on available bandwidth and network configurations. Responses must use the Pricing Worksheet (Exhibit D); responses in PDF or locked spreadsheets are not accepted.
