NOAA NESDIS is seeking industry white papers for NEMO, an initiative to develop cost-effective commercial satellite mission operations. - Opportunity: Competitive Request for Project Proposal (RPP) seeking one or more Other Transaction Agreements (OTAs); NOAA may make multiple awards. - Scope: Commercial command-and-control and mission operations for NOAA’s current and future satellite missions. Proposals should address mission groups separately: GOES-R and GeoXO; JPSS; and space-weather missions SOLAR-1, SOLAR-A, and SOLAR-B. Future polar NEON missions are excluded. - Services sought: Satellite and instrument operations, mission planning, flight dynamics, ground-station interfaces, data delivery, direct-broadcast and mission-specific payload services, commissioning, and decommissioning. Solutions must meet specified availability, latency, data-delivery, and security objectives, including FISMA High and applicable NIST controls. - Schedule: Phase I white papers and ROM pricing are due October 19, 2026, at 12:00 PM ET. NOAA will provide the Phase II due date to invited offerors. Demonstrations are desired by calendar year 2028, with operational capability for currently operating satellites desired by calendar year 2029. - Proposal approach: Vendors may submit one or two white papers. The performance period will be negotiated based on the proposed work; no specific products, models, or quantities are identified.
Description
The National Environmental Satellite, Data, and Information Services (NESDIS) within the National Oceanic and Atmospheric Administration (NOAA) is issuing a competitive Request for Project Proposal (RPP) with the intent of awarding one (1) or more Other Transaction Agreement(s) to identify and implement new and innovative approaches to satellite mission operations that can lower the cost of observations used to meet NOAA’s mission requirements, while including new, value-added technological advancements.
