THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. The U.S. Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability to provide environmental (mechanical) dredging and placement of contaminated sediment construction services in the Monguagon Creek Upper Trenton Channel (MCUTC) located in Riverview, Michigan. The project will consist of work associated with the environmental maintenance dredging of the Monguagon Creek Upper Trenton Channel located in Riverview, Michigan. There are no options included with the solicitation. The channel is situated just south of Bridge Road and the Grosse Ile Toll Bridge. The primary goal of the project is to remove contaminated sediment from Sediment Management Area 1 (maximum 4 feet depth) and Area 2 (maximum 25 feet depth). Approximately 28,100 cubic yards of material is planned to be removed using mechanical dredging means with transport and placement of the contaminated dredged material into Cell 5 of the Pointe Mouillee Confined Disposal Facility (CDF). The U.S. Army Corps of Engineers (USACE) Detroit District intends to issue an Invitation for Bid (IFB) with Definitive Responsibility Criteria (DRC) and intends to award a single Firm Fixed-Price (FFP) construction project. General Information: This acquisition will utilize competitive sealed bidding procedures, conducted as an Invitation for Bids (IFB) under RFO Part 14, Sealed Bidding. The Government intends to award a firm-fixed-price contract to the lowest-priced responsive and responsible bidder. To be eligible for award, the prospective contractor must meet all general responsibility requirements of RFO Part 9, as well as project-specific Definitive Responsibility Criteria (DRC) set forth in the solicitation, which will be evaluated on a strict Pass/Fail basis prior to price bid evaluation. The solicitation will be issued under Solicitation Number W911XK27BA002 *Estimated Magnitude of Construction: between $10M-$20M*This project will be solicited as a 100% total small business set-aside. *The primary North American Industrial Classification System (NAICS) is 237990 (Exception), Dredging and Surface Cleanup Activities (Exception), which carries a small business size standard of $37M in average annual receipts. *The secondary NAICS code 562910, Environmental Remediation Services, has also been identified for this requirement.*Product Service Code (PSC) Y1KF Construction of Dredging Facilities.
