EXIM Bank is seeking qualified providers for Spain-focused loan recovery and asset protection services under a five-year BPA. - Government buyer: Export-Import Bank of the United States (EXIM Bank), Asset Management Division (AMD), Asset Recovery Group (ARG), and Office of Contracting Services. - Services and pricing: - CLIN 0001: Per-case due diligence fee, priced not-to-exceed; includes case research, asset searches, credit analysis, and a written recovery plan. - CLIN 0002: Contingency fee, expressed as a percentage of recoveries and payable only for successful recoveries accepted under the applicable order. - Case-specific recovery work may include debt collection, borrower negotiations and settlements, restructuring, investigations, site visits, recovery agreements, and extrajudicial collection. - Litigation and other legal enforcement, including asset seizure or execution where legally permitted, require written Government authorization. - Requirements: Demonstrate Spain-specific capability and use properly licensed local professionals. Provide a recovery plan within 60 calendar days of an order, an extrajudicial collection status report within 90 calendar days, and litigation or recovery status reports as specified in the order. Protect sensitive information and obtain personnel nondisclosure agreements; EXIM inspects and accepts services and deliverables. - The contractor provides the personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision needed to perform, except for Government-furnished items. No quantities or fee amounts are stated. - No OEMs, manufacturers, or prospective vendors are named in the solicitation materials.

Description

EXIM Bank seeks to establish a BPA for recovery assistance in Spain from a recovery firm principally collecting balances of certain paid claims under its credit guarantee and insurance programs.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform loan recovery services as stated in this Performance Work Statement except for those items specified as Government furnished property and services.
